Mayagüez and Ponce archives hold 19th-century cadastral maps now at risk from repeated flooding along the Río Portugués. Staff turnover exceeds 40 percent annually in these offices because certified archivists migrate to the mainland for stable salaries. This operational shortfall directly delays digitization of post-storm damage assessments that the Puerto Rico Planning Board still references for federal reimbursement requests.
The grant supports operations that rebuild local digitization workflows rather than centralized processing in San Juan. Eligible applicants must demonstrate existing server capacity on the island with redundant power and the ability to ingest 50,000 pages per month using open-source OCR tuned for Spanish-language government forms. Operations plans must include quarterly transfers of master files to the Archivo General de Puerto Rico and a tested failover to off-island cloud storage during hurricane season.
Unlike Florida applications, Puerto Rico requires demonstration of bilingual metadata schemas that align with both U.S. National Archives standards and Spanish colonial record conventions still used in property titles. Operations must also account for the island's single high-speed fiber landing point in San Juan and the resulting latency for eastern municipalities. Successful projects will show signed agreements with at least two municipal governments outside the metro area confirming on-site scanning schedules that do not conflict with daily title search services.
Puerto Rico's economic dependence on federal recovery funds adds another operational layer: applicants must track expenditures against FEMA and CDBG-DR reporting cycles that run on different fiscal calendars than standard federal grants. This coordination requirement distinguishes island operations from those in states with unified state reporting systems.
