Residents in these areas include small historical societies, municipal cultural offices, and family descendants who maintain private collections of baptismal registers and plantation photographs. Transportation barriers compound the problem: limited public transit and seasonal road damage after hurricanes isolate these groups from San Juan repositories. Broadband gaps further restrict real-time collaboration with mainland institutions that hold complementary slave-trade manifests or census microfilm.

The digital grant targets these exact constraints by funding portable scanners and offline-capable servers that can operate during power interruptions common in rural zones. Priority weighting is given to projects that route digitized files through existing E-Rate eligible school networks rather than commercial carriers, recognizing that many frontier municipalities already participate in that federal program.

Unlike applications from neighboring territories, Puerto Rico requires explicit demonstration of compliance with both US federal records schedules and commonwealth Act 157 on cultural patrimony before any Afro-Puerto Rican collection can be placed online. Puerto Rico's Rural-Urban Archival Infrastructure
