The workforce constraints are equally significant, with many skilled workers having left the island in the aftermath of the hurricane. Specifically, Puerto Rico's construction industry reports a shortage of over 10,000 skilled workers, hindering the territory's ability to implement critical infrastructure projects. Who is affected by these capacity gaps? Local communities, particularly those in rural and disadvantaged areas, are most vulnerable to the impacts of disasters due to limited access to resources and infrastructure. Government agencies, such as the Puerto Rico Department of Housing, also face challenges in implementing disaster recovery initiatives due to limited technical capacity and funding constraints. The disaster recovery and resilience funding addresses these capacity gaps by providing critical resources for community-led recovery initiatives, climate-resilient infrastructure, and economic development programs.
