These constraints intersect with workforce realities. Library staff in municipalities such as Adjuntas and Lares contend with elevated out-migration rates, resulting in fewer certified librarians per capita than the island average. Remaining personnel often manage multiple sites without dedicated technology support, limiting the ability to implement consistent collection management protocols.

Infrastructure limitations compound the issue. Broadband access remains below 40 percent in many interior rural zones, and transportation networks between San Juan and western mountain libraries restrict timely delivery of physical materials. Spanish-language holdings, critical for the 95 percent Spanish-dominant population, were disproportionately affected where facilities lacked climate control after structural damage.

The funding addresses these gaps by directing resources toward staff capacity building specific to post-disaster recovery. Eligible library support organizations must document existing staff numbers, current digital tool usage, and precise inventory shortfalls in Spanish-language holdings. Applications require evidence of prior coordination with municipal governments on recovery timelines, distinguishing Puerto Rico submissions from those in neighboring territories without equivalent Category 5 infrastructure losses.

Readiness criteria further specify that applicants demonstrate access to facilities capable of housing digital catalog systems and receiving in-kind material shipments. Organizations serving the 23 municipalities with the highest recorded library closure durations after the hurricane receive priority consideration for the $1,000 award tier. Smaller $500 awards target groups documenting incremental staffing or tool upgrades in lower-density rural zones.
