Innovative Weapon Systems Testing in Puerto Rico

However, one major barrier to effective military innovation has been the cost of conducting these operations, especially in meeting rigorous testing and development standards. Maintaining an effective program for expeditionary warfare requires significant investments in infrastructure, which many local defense contractors may lack without support. Recent data indicates that over 60% of defense sector expenditures in Puerto Rico have not leveraged local resources effectively, limiting the potential for innovation and collaboration.
Local defense contractors and military units face various challenges that impede their ability to conduct comprehensive testing of weapon systems. Many contractors are small businesses that often struggle with financial constraints and lack the capacity to source advanced materials necessary for experimentation. In addition, the island's bureaucratic environment complicates the procurement process, leading to delays and increased costs. As a result, military units are often forced to rely on more expensive out-of-state solutions, which do not take full advantage of Puerto Rico's specific geographic advantages.
The proposed funding aims to address these barriers by providing financial support to enhance local defense contractors' ability to engage in weapon systems testing.
