These gaps directly affect municipalities such as Utuado, Jayuya, and Humacao, where local governments report that fewer than one in five recovery contracts can be staffed entirely with island residents. The island's economic reliance on pharmaceutical manufacturing and tourism has not offset the out-migration of younger workers; net population loss exceeded 120,000 residents between 2018 and 2021, according to U.S. Census Bureau estimates adjusted for Puerto Rico.
Workforce constraints are compounded by the territory's electric grid and transportation network. Only 32 percent of the island's roads meet federal resilience standards, limiting daily commutes for crews traveling between San Juan and rural job sites. Broadband access remains below 65 percent in 28 municipalities, restricting remote training programs that could otherwise expand the available labor pool.
Grant funding for disaster recovery therefore requires applicants to document current staffing levels and projected hiring timelines tied to specific project phases. Proposals must list partnerships with the Puerto Rico Department of Economic Development or the University of Puerto Rico's engineering extension programs, including measurable targets for recruiting and retaining local workers. Budget narratives are expected to separate wage rates for island residents from those for off-island contractors.
Eligibility centers on entities able to demonstrate at least three years of prior construction or housing rehabilitation work inside Puerto Rico and evidence that 60 percent of projected labor hours will be filled by workers whose primary residence is within the territory. Applicants must also submit a retention plan covering the 24-month period after project completion, because historical data show that many temporary hires depart once federal contracts end.
Unlike funding streams available in neighboring Caribbean territories, Puerto Rico applications are evaluated against the island's unique status as a U.S. jurisdiction subject to both federal disaster statutes and local permitting rules that differ from state-level processes. Reviewers therefore require explicit mapping of how proposed workforce development activities align with the Puerto Rico Recovery Plan's housing and infrastructure sectors rather than generic regional goals.
