Operators also face a 47 percent higher diesel cost than mainland U.S. averages because fuel must be barged from Gulf Coast refineries and then trucked over secondary roads that lack weight limits enforcement.
Community groups attempting to establish training sites in the central region around Cayey and Aibonito report similar constraints. The Puerto Rico Department of Agriculture lists only 12 certified cold-storage facilities outside the metro area, forcing groups to schedule harvests around limited refrigerated truck availability. Workforce data from the U.S. Census Bureau indicate that 34 percent of potential urban farm participants in these zones hold primary employment in the pharmaceutical sector on rotating shifts, narrowing the windows available for technical assistance sessions.
Grant funds allocated under the disaster recovery through urban agriculture program can underwrite modular cold storage units sized for 5- to 10-acre plots and pre-position seed inventories at the Port of Ponce to bypass San Juan congestion. Eligible applicants must document access to at least three acres of municipal or privately leased vacant land and provide engineering assessments confirming compliance with the Puerto Rico Building Code for elevated structures. Reimbursement for shipping costs is permitted only when applicants submit invoices showing maritime freight originating from U.S. Gulf ports rather than foreign sources.
Puerto Rico requires demonstration of extreme rural delivery capacity due to its island geography and single-port dependency, unlike Florida applications that can rely on multiple interstate trucking corridors. This requirement filters proposals toward groups that have already secured commitments from the Puerto Rico Electric Power Authority for temporary generator hookups at garden sites. Successful applications also include letters from municipal governments confirming that zoning variances for agricultural use have been pre-approved under Act 133-2019.
